Campbell Plant Subarea Plan
What & Why
As part of Consumers Energy's 2019 Clean Energy Plan to transition away from fossil-fuel-derived sources of power, the J.H. Campbell Complex was scheduled for an early closure and decommissioning by 2025. This was approved by state regulators and would follow the closure of two coal units in Consumers Energy’s D.E. Karn Plant in 2023.
Consumers Energy’s intent with this closure is to: (1) enable the utility company to get closer to end coal use by 2025, (2) lower its carbon footprint, and (3) add more renewable energy in its power delivery.
As Consumers Energy is a major industrial user and a key tax contributor to the Port Sheldon Township and Grand Haven Area Public Schools District, this 2024-2025 Master Plan & Economic Resiliency Plan Effort is embarking on a subarea plan focused on exploring possible uses for the Consumers Energy properties. The goal is to cast a vision for the transition and provide a proactive blueprint in guiding long-term future preservation/development opportunities that would align with Port Sheldon Township’s community, economic, and environmental interests.

Subarea Study Process and Outreach
Drafts for review will be uploaded here at different milestones of the study process. Please continue to check for updates and opportunities to provide feedback.
The community is invited to attend the December 12 Review Open House, where the subarea vision, potential transition scenarios, and evaluation findings for transition scenarios will be shared for feedback. Light refreshments will be served. Please RSVP by December 9.
